The minimum requirements for achieving Good Governance are transparency, accountability, participation, effectiveness and efficiency, and justice. Good governance requires public participation at all levels of the decision-making process. This research not only contributes conceptually to understanding Good Governance, but also provides practical insights for stakeholders, policy makers and practitioners who play a role in managing public procurement and services.
